The situation of IT security in Germany is an important issue, and the Federal Office for Information Security (BSI) publishes a comprehensive report on it every year. In the report for 2023, the BSI comes to the conclusion that the threat in cyberspace is higher than ever before1. Here are some key takeaways from the report:

  1. Ransomware: This type of cyberattack remains the biggest threat. In the past, it was primarily large, cash-rich companies that were affected, but now more and more small and medium-sized organizations as well as state institutions and municipalities are also being targeted. Successful attacks can result in community-based services being temporarily unavailable or personal data falling into the hands of criminals.
  2. Cybercrime is becoming more professional: Similar to the real economy, cybercriminals are increasingly relying on division of labor and close networking across national and industry boundaries. The concept of “Cybercrime-as-a-Service” enables them to develop and use their services in a targeted manner.
  3. Vulnerabilities in software: The BSI is registering more and more vulnerabilities in software. These are often the gateway for cybercriminals to compromise systems and networks. The number of critical vulnerabilities is also increasing.
  4. Generative AI: Artificial intelligence (AI) is increasingly being misused for criminal purposes. Tools like ChatGPT, Bard and LlaMa deliver high quality and can make deepfakes (manipulated images, videos and voices) increasingly authentic. AI can also make phishing emails more credible and contribute to disinformation campaigns on the social web.

The cybersecurity strategy for Germany and the cybersecurity strategies of the federal states complement each other and intensify federal cooperation. They also help shape Europe’s digital future. The Federal Ministry of the Interior has also introduced the cybersecurity agenda and the IT security law to regulate cooperation between the state and business in the area of cybersecurity.

IT incident management or IT incident response, better known as “incident response”, is a tried and tested method for dealing with security incidents. Security incidents can be detected through previously established measures, but usually only after they have occurred. It is therefore important to initiate quick and efficient reactive measures in order to avoid or reduce further damage and consequences. Depending on the scenario, security incidents, e.g. B. cyber attacks in the form of APT or phishing, disclosing confidential information, enabling criminal acts such as blackmail and sabotage to the theft of patents. Experienced first aiders, or “incident responders”, are therefore necessary to ensure that security incidents are dealt with appropriately, traces of evidence are adequately secured and to enable a quick return to normal operations.
